Our Mission

Cuyahoga County Public Library will be at the center of community life by providing an environment where reading, lifelong learning and civic engagement thrive.

In June, 2010, the Cuyahoga County Public Library Board of Trustees voted unanimously to adopt the Facilities Master Plan, the most significant building improvement program in the Library’s history. The Plan consists of priority building, renovation and addition projects throughout the county.


  • To ensure the Library’s financial stability into the future by reducing operating costs through efficient building design.
  • To create centers of excellence.
  • To establish equity of service across the 47 communities we serve.

Since 2009, Cuyahoga County Public Library’s annual revenue from the state library fund and local property taxes has decreased by $11.5 million. The Facilities Master Plan was designed to reduce the Library’s annual operating expenses by replacing inefficient buildings with more sustainable, single-story buildings that cost less to operate.


  • The priority projects in the Facilities Master Plan are funded through three revenue streams: $75 million from the sale of notes, $25 million from capital savings and $10 million in private donations.
  • The Library is committed to living within our current 2.5 millage (the lowest of any library system in Cuyahoga County) and, therefore, must reduce operating expenses through efficient building design.

 Facilities Master Plan Timeline


February-June 2006: Community Facilities Plan Committee studies facilities, best practices in library facilities nationally, funding and opportunities, and makes recommendations to the Cuyahoga County Public Library Board of Trustees.

Fall 2006: Board Capital Committee is formed and begins studying needs and priorities.


Spring 2007: Meetings with community leaders to seek input.

Summer 2007: Conducted community research and polling about a potential operating issue and capital needs.

Fall 2007: Operating issue created for a replacement of operating funds and an additional ½ mill dedicated to capital improvements.


November 2008: Operating issue, Issue 127, passes with 58.75 percent voter approval.


March 2009: RFQ for a Facilities Master Plan issued.

Summer 2009: State cuts in library funding and reduced tax collections announced.

Fall 2009: Significant reductions to Cuyahoga County Public Library’s operating expenses to accommodate reduced revenue.

May 2009: Bostwick Design Partnership commissioned to review the condition and adequacy of all existing buildings to support the formulation of a Facilities Master Plan.

December 2009: Facilities Master Plan presented to the Board of Trustees.


Spring 2010: Board studies plan and considers recommendations.

May 26–June 15, 2010: Public comment period for the proposed Facilities Master Plan.

June 2010: Board considers public comments.

June 22, 2010: Board approves Facilities Master Plan.

Winter 2011: Community Meetings.

May 2011: Groundbreaking for the new Warrensville Heights Branch.



April 21, 2012: Warrensville Heights Branch opens.

May 2, 2012: Solon Branch renovations completed, groundbreaking for a new Mayfield Branch.

May 7, 2012: Groundbreaking for a new Garfield Heights Branch.

July 11, 2012: Groundbreaking for a new Olmsted Falls Branch.

July 18, 2012: Groundbreaking for a new North Royalton Branch

August 1, 2012: Ribbon cutting celebration at newly renovated Fairview Park Branch.

August 28, 2012: Groundbreaking for a new Parma Branch and for a renovated and expanded Parma-Snow Branch.


February 23, 2013: Ribbon cutting and Winter Carnival Grand Opening celebration for the New Olmsted Falls Branch.

April 20, 2013: Ribbon cutting and Earth Day/Birthday Grand Opening celebration for the new Mayfield Branch.

June 15, 2013: Ribbon cutting and Ice Cream Social to celebrate the completion of the Chagrin Falls Branch renovation.

August 3, 2013: Ribbon cutting and Grand Opening celebration for the new North Royalton Branch.

September 7, 2013: Ribbon cutting and Movie Mania Grand Opening celebration for the new Garfield Heights Branch.

October 18, 2013: Groundbreaking for a new Orange Branch. 

October 26, 2013: Grand opening of the new Parma Branch.

December 7, 2013: Grand Opening of the renovated and expanded Parma-Snow Branch.


Spring: Renovation of the Independence Branch completed. 

Spring: Renovation of the Southeast Branch completed.

July 10, 2014: Ribbon Cutting and Family Movie Night to celebrate the completion of the Maple Heights Branch renovation. 

August 28, 2014: Ribbon cutting and Family Movie Night to celebrate the completion of the Brook Park Branch renovation.


April 12, 2015: Grand Opening of the new Orange Branch.

October 18, 2015: Grand Opening of the new South Euclid-Lyndhurst Branch.
